This company was awarded a B2 license for the establishment of a telecommunications network. It is requesting that the commitments and obligations it assumed in connection with this license be changed. Accordingly, it has written a new proposal which was submitted to the appropriate government bodies and is currently being reviewed. My question relates to "ha acogido favorablemente la propuesta". Does this mean the proposal has been accepted, pending the report of the Council of State?

La Sociedad ha remitido diversos escritos a la Secretaría de Estado de Telecomunicaciones y para la Sociedad de la Información en los que se solicita la modificación de los compromisos asumidos como titular de su licencia individual de tipo B2, presentando al efecto una nueva oferta técnica y financiera que reduce sustancialmente sus obligaciones y compromisos para adaptarlos al nuevo marco regulatorio y al escenario resultante del retraso en la disponibilidad de la tecnología UMTS. Actualmente el procedimiento administrativo no ha finalizado, aunque la Secretaría de Estado de Telecomunicaciones y para la Sociedad de la Información ha acogido favorablemente la propuesta de la Sociedad, si bien la misma está pendiente del informe preceptivo por parte del Consejo de Estado.

I understand that the proposal so far has caused a positive or favorable impression; we're not sure from the text if there has been "acceptance" yet in the sense of a valid vote / approval.
