The answer depends entirely on the country Every Latin American country has an official English translation that they submit to the Organization of American States. It's reflected in the list of "Member Cabinets" at http://www.oas.org/directory_missions/default.asp

Ministry of Agriculture

Because “Agriculture” in English = “Agricultura” + “Ganadería” in Spanish; i.e. the English word “agriculture” includes both crop agriculture and livestock agriculture.

You could use "ministry" too. In this context, I prefer livestock to other options.

Since you're based in Ecuador, I'm citing the official English translation of the Ministry's name as submitted by the Ecuadorean Government to the Organization of American States Office of Protocol.

Informally, you can call it the "Ministry of Agriculture," since the English word "Agriculture" INCLUDES the meaning of "Ganadería."
