This question comes up frequently. I arrived at this term (among other suggestions rec'd over the years, such as writ of security) after consulting other legal translators, both Brazilian and others.

From an article by Rosenn on comparative law:

The person filing for such a writ in its preventive form must demonstrate that he is faced with an objective and actual threat to a subjective right which he holds. A more effective way to achieve the purpose of a "medida cautelar" (provisional measure) when your opponent is the government. A summary procedure to protect the many constitutional rights that could no longer be fitted within the ambit of habeas corpus (although Brazilian courts still construe habeas corpus quite broadly). Combines into a single action the effective characteristics of the Anglo American writs of prohibition, injunction, mandamus and quo warrant.
