Dona Marina Orellana (chilena), en su Glosario Internacional para el Traductor, dice:
GOVERNMENT BONDS - Título del Estado, bono fiscal o público, bono del Estado.
GOVERNMENT SECURITIES - Valores (o títulos) del Estado, efectos públicos o del Estado.
Yo, chilena también, me arrimaría al firme arbolito de doña Marina!!

Of course the client [a world organization that insists on its own usages] may come back second guessing us with one of the other expressions, so I hope the others who all also gave correct answers will forgive this unorthodox rationale for awarding points ... :(
