this is an HR evaluation and comes under the "Ability to solve problems" section:
"Se echa en falta que valore en mayor medida el impacto de sus acciones"
I thought "echar en falta" meant "to miss, but I feel it is more idiomatic than that, given this sentence...
Thanks!

He should have assessd the effect of his actions to a greater extent.
Some possibilities:
He should have assessd the effect of his actions to a greater extent.
He has failed to assess the effect (impact) of his actions to the proper extent.
4 KudoZ points awarded for this answer.
Comment: "Thank you, I ended up putting "He COULD weigh up the impact of his actions to a greater extent"
I felt that would be a gentler criticism than "should" and more appropriate since this is an HR assessment (therefore, "touchy-feely"!)
Thanks to all.

have failed to
This sentence treats the individual with respect, as shown by the use of "SE" at the bigining and "SUS" at the end. The menainig would be: You have failed to recognize in a great manner the effects of your actions. Note that in English there is no special form to address those who you address with respect as an elder or someone just met. You use: "You" for all. In Spanish you could use: "Tu" or "Usted"

: An HR evaluation does not address the person directly as it would be accusatory.
