THis is an EU Commission doc. in which Ced. Pes. has been translated as personal record card, with the explanation "(Cédula = card issued at birth which serves as both birth certification and identity document)".
It's a small booklet in which official annotations are made at registry offices here in Portugal (details of birth, marriage are entered).
