The whole sentence is as follows: 'xxx hace que los canales compitan y no se hace ninguna diferencia a los canales que detectan oportunidades y las trabajan ...' It is LAm Spanish occuring in a questionnaire to a company's wholesalers. My question is, could the phrase mean that xxx (the company) does not do anything about channels which detect etc.? At any rate, I suspect some subtlety here relating to the Spanish use of pronominal verbs.

I don't think it's bad Spanish at all, it's "pasiva con se", one of the forms for Spanish passive voice.
You're right about the meaning, that it, regardless of whether the channels detect opportunities or not(I guess, your sentence is incomplete), XXX takes no active action. The writer has chosen to phrase the idea in a passive form so that the actual performer of the action is not that obvious.

The main idea to be conveyed is that channels are not distinguished one from the other. The three possibilities translate the main idea of the text.
